Vessel reporting templates are available to assist commercial harbor craft owners and operators in complying with the reporting requirements of the Commercial Harbor Craft Regulation. Vessel owner/operators must file an initial report for all commercial harbor craft subject to the regulation within 30 days of the initial operation in Regulated California Waters. All CHC vessel owners/operators operating in Regulated California Waters are required to report to CARB annually by March 31 beginning in 2023.

Facility reporting templates are available to assist facility owners and facility operators in complying with the reporting requirements of the Commercial Harbor Craft Regulation. Facility owner/operators subject to the regulation must report the facility and vessel information to CARB no later than July 1, 2023, and every year by July 1 thereafter. In addition, facilities with land-side infrastructure to support the use of shore power for vessels while at dock must report the infrastructure and equipment information by January 1, 2024, or within 30 days of infrastructure completion if built after January 1, 2024.

Opacity testing reporting templates are available to assist commercial harbor craft owners and operators in complying with the Opacity Testing and Emission Control Repair reporting requirements of the Commercial Harbor Craft Regulation. Vessel owners/operators subject to the regulation must perform opacity testing on each main propulsion engine and report the test results to CARB by March 31, 2024, and once every two-year period ending March 31 of each even-numbered calendar year (i.e. 2024, 2026, 2028, etc.).
