Highway Motorcycle Emissions Certification Requirements

This page provides a list of emission-related regulations, test procedures, Manufacturers Advisory Correspondences (MACs), and related documents applicable to highway motorcycles (HMC), also known as on-road or "street" motorcycles, and is primarily for the interest and needs of manufacturers and others that are required to obtain certification from CARB. Definitions	"Motorcycle" is defined in California Health and Safety Code, § 39041, Also in California Vehicle Code, § 400.
Regulations and Test Procedures, Exhaust. Workshops.	The California exhaust emissions regulations for HMC are in Title 13, California Code of Regulations, Section 1958 (T13 CCR § 1958). T13 CCR § 1958 references the U.S. Environmental Protection Agency's (U.S. EPA's) test procedures in Title 40, Code of Federal Regulations, Part 86, Subparts E and F. These procedures are available from the U.S. EPA's Regulations for Emissions from Motorcycles (Light-duty) web page.
Regulations and Test Procedures, Evaporative.	California evaporative emissions regulations are in T13 CCR § 1976. The test procedures are in the CA Evaporative Stds. and Test Proc, for 2001 – 2025 PC, LDT, MDV, & HDV and 2001+ MC.
California Emissions Warranty.	The California motorcycle emissions warranty requirements are in T13 CCR § 2035, et seq. T13 CCR § 2035, Purpose, Applicability, and Definitions. Emissions Labeling.	The California Vehicle Emission Control Information (VECI) labeling requirements are in T13 CCR § 1965. The VECI label specifications are in 40 CFR, § 86.413-78, incorporated by reference in T13 CCR § 1965. The VECI label shall identify the evaporative emission family. Ref.
