IMPORTANT ANNOUNCEMENT: CARB DMS has been replaced by eFILE as of Monday, August 1st, 2022.
To prevent further certification delays, manufacturers shall submit their requests for new CARB-eFILE accounts.
What is CARB DMS and CARB-eFILE?
“CARB DMS” was the electronic document management system used by manufacturers to submit application documents and supporting documents for CARB certification staff review and approval. CARB DMS was terminated on July 27, 2022.
“CARB-eFILE” hereafter referred to as “eFILE" is the electronic document management system that has replaced “CARB DMS”.
What is E-Cert?
“E-Cert’ is the electronic application submittal system in which XML data files are loaded for application review and draft Executive Order generation. This system is used in addition to the electronic document management system and is equivalent to the EPA’s EV‑CIS.
