How to Gain Access/Use eFILE?
To access eFILE, you must be an authorized motor vehicle or engine manufacturer. If you do not have an account and are interested in applying to CARB for a vehicle or an engine emission certification, please see this web page <HERE>.

Frequently Asked Questions (FAQ)
Q1. What is the anticipated implementation date for this new system?
A1. CARB plans to launch the new eFILE system on 8/1/2022
Q2. Is there an overlap between the two systems?
A2. No. There is no overlap. The DMS shut down date is set as 7/27/2022 and the eFILE start date is 8/1/2022.
Q3. After DMS shutdown, can manufacturers still have the access to DMS?
A3. No. Manufacturers will not have access, but CARB certification staff will have access until files are archived and processed.
Q4. Will items in DMS transfer over to eFILE?
A4. Generally speaking, no. However, for some new submission to DMS ( e.g., certification or OBD applications submitted within 30 days of July 27, 2022), CARB recommends that manufacturers re-submit such files to eFILE system and include the note of the initial submission date to DMS. Please work with your certification team to discuss specific documents.
Q5. Do I need a new signature letter and contact sheet for eFILE if my manufacturer previously submitted documents for DMS?
A5. Yes Requirements for eFILE accounts are <HERE>. Please use this specific template for eFILE as it is not the same as the old system. Staff will create three (3) accounts per manufacturer in each vault.
Q6. If manufacturers submits carryover/certification applications using the DMS system now, will applications need to be resubmitted in e-FILE, or will the DMS applications submitted until the eFILE implementation date continue to be processed in DMS?
A6. Yes. For certification or OBD applications with 30 days of July 27, 2022, CARB recommends manufacturers to re-submit them to the eFILE system and include the note of initial submission date to DMS. Please work with your certification team to discuss specific documents.
