Summary

Would have made the possession of a detached catalytic converter a crime, punishable as a misdemeanor or a felony. The bill would have made this crime inapplicable to a person who demonstrates authorization to possess the detached catalytic converter by providing a certificate of title or registration showing the person’s interest in the vehicle from which the catalytic converter was detached, written authorization from the person holding the certificate of title or registration, or evidence that the catalytic converter was acquired in a lawful transaction. Would have required the Department of Motor Vehicles to provide a licensed smog check station with a sign informing customers about strategies for deterring catalytic converter theft, including the etching of identifying information on the catalytic converter. The bill would have also required the sign to be posted conspicuously in an area frequented by customers and would have required it in all licensed smog check stations. The bill would have also authorized stations where licensed smog check technician repairs are performed to offer and recommend to customers the etching as an optional service provided in conjunction with the smog check. Summary

Would have codified the light-duty portion of the Governor’s Zero-Emission Vehicle Executive Order, which sets a target of 100 percent new car sales be zero-emission by 2035. The bill also would have required CARB, to the extent consistent with State and federal law, to develop and adopt passenger vehicle and light-duty truck regulations requiring increasing volumes of new zero-emission vehicles sold in the State towards the target of 100 percent of in-State sales by 2035. Died on the Assembly Floor.

Summary

Would have set a goal that at least 60 percent of new zero-emission passenger vehicles (ZEV) sold in the State for noncommercial private use be purchased by, or on behalf of persons from, an underrepresented community as defined by the bill. The bill also stated that this goal should supersede any other ZEV goals. Additionally, the bill would have prohibited CARB from pursuing strategies to implement any goal for zero-emission passenger vehicle sales established by statute or executive order unless those strategies are also designed to achieve the zero-emission vehicle equity goal established by this bill simultaneously.
