Summary

Would have made the possession of a detached catalytic converter a crime, punishable as a misdemeanor or a felony. The bill would have made this crime inapplicable to a person who demonstrates authorization to possess the detached catalytic converter by providing a certificate of title or registration showing the person’s interest in the vehicle from which the catalytic converter was detached, written authorization from the person holding the certificate of title or registration, or evidence that the catalytic converter was acquired in a lawful transaction. Failed passage in the Assembly Public Safety Committee.

2022 - Assembly Bill 2674 (Villapudua, Carlos), California Global Warming Solutions Act of 2006: Low Carbon Fuel Standard Regulations. (Dead)

Summary 

Would have required CARB to recognize as generating an innovative crude production method credit under the Low Carbon Fuel Standard regulations the use of renewable natural gas to displace the existing use of natural gas by oil and natural gas companies that are otherwise eligible to opt into the innovative crude provisions of the regulations. The bill would have made renewable natural gas delivered by common carrier pipeline eligible for this purpose and made credits generated only available for use by a source within California. Was not heard in the Assembly Natural Resources Committee.
