Summary

Requires the California Energy Commission, in collaboration with CARB and the California Public Utilities Commission, to annually gather existing fleet data on existing medium- and heavy duty on- and off-road vehicles and share that data with electric utilities. This bill also requires utilities to consider the fleet data to facilitate the readiness of their electrical distribution system and to identify investments in general rate cases.

Would have established a program at the California Energy Commission (CEC) to provide incentives for commercially available distributed energy resources, specifically behind-the-meter energy storage systems or self-generation systems paired with energy storage systems. Would have established the Integrated Distributed Energy Resources Fund as a special fund in the State Treasury, the moneys in which would be available to CEC, upon appropriation by the Legislature, for purposes of the bill. The bill would have required CEC to administer the fund in consultation with the California Public Utilities Commission and CARB to provide incentives for eligible resources to support statewide customer adoption of clean distributed energy resources. Would have required the California Energy Commission, if it awarded funding to hydrogen fueling station projects under the Clean Transportation Program, to provide preference to those projects located at a port and are publicly accessible, are co-located at a fueling station for medium- and heavy-duty trucks, or are located along a federally designated Trade Corridor of National and Regional Significance, California’s portion of the National Highway Freight Network, or along a corridor with high freight volume as determined by the California Transportation Commission. Summary

Requires CARB, by July 1, 2025, to develop a framework for measuring and then reducing the carbon intensity of the building materials used in the construction of new buildings, including those for residential uses. This bill requires CARB to develop a comprehensive strategy for the State’s building sector to achieve a 40 percent net reduction in greenhouse gases of building materials no later than December 31, 2035. The framework developed by CARB may include a tracking and reporting mechanism to initiate a market-based crediting program. This bill requires CARB to take certain specified actions to facilitate the achievement of these goals.
