Summary 

Requires operators of refineries in the state that produce gasoline meeting California specifications, within 30 days of the end of each calendar month, to submit a report to the California Energy Commission containing certain information, including the difference between the cost per barrel of oil and the price of gasoline sold by the refinery. The bill requires the California Energy Commission to post that data online, in aggregate, within 45 days of the end of each calendar month.

Summary 

Would have required the State Lands Commission to conduct, by December 31, 2023, an amortization study of the oil and gas leases in the State in order to determine the market value of these leases and provide recommendations to phase out their oil and gas production. The bill would also have required the State Lands Commission to seek initial negotiations with the lessees for voluntary relinquishment and termination of production associated with those leases and to terminate leases for fair compensation without voluntary relinquishments. Held on suspense in the Senate Appropriations Committee.

Would have requested the California Council on Science and Technology, in consultation with the Public Utilities Commission and the Energy Commission to complete a study analyzing the role of hydrogen underground storage facilities and hydrogen infrastructure in the State’s greenhouse gas reduction strategies.
