Summary

Would have required the Electric Vehicle Infrastructure Training Program courses remain available in an online format indefinitely. The bill would have required, no later than March 1, 2022, the Electric Vehicle Infrastructure Training Program offer certification testing in an online format. The bill would have required the California Energy Commission (CEC) to periodically review the reasonableness of the fees or charges assessed by the Electric Vehicle Infrastructure Training Program and set the fees or charges accordingly. The bill would have required any fees assessed to comply with the requirement to offer the Electric Vehicle Infrastructure Training Program, or certification testing, in an online format be assessed on a one-time basis to recoup any reasonable startup costs, as determined by CEC. Was amended to deal with indemnity insurance.

Summary

Would require the Department of Housing and Community Development (HCD) and the California Building Standards Commission (CBSC) to research, develop, and propose for adoption building standards for the installation of future electric vehicle (EV) charging infrastructure for parking spaces in existing non-residential buildings. The bill would direct HCD and CBSC to propose these new requirements on or before July 1, 2024, or in the next interim California Green Building Standards Code cycle, whichever is sooner. The bill would also require HCD to take specified factors into account when considering proposed building standards for future EV charging infrastructure in existing multifamily dwellings. Lastly, the bill would require HCD and CBSC to review the EV charging infrastructure standards for multifamily dwellings and non-residential buildings every 18 months and update them as needed.  Moved to the Senate Inactive File.

Would have added “deenergization,” defined as a planned public safety power shutoff, to the list of conditions whereby a governor may declare a state of emergency or a local government may declare a local emergency.  Was not heard in the Senate Governmental Organization Committee.
