Summary

Would have required CARB, upon appropriation by the Legislature, to develop a program to provide financial assistance through a payment card to low-income and disadvantaged community members to use electric vehicle charging stations. This bill would have also required a recipient of State funding for deploying a publicly available electric vehicle charging station to agree, as a condition of receiving the funding, to operate the station in compliance with reliability standards that would be developed by the California Energy Commission. Held on suspense in the Senate Appropriations Committee.

Summary 

Would have required CARB, in consultation with the Independent Emissions Market Advisory Committee, on a triennial basis to conduct an evaluation of the Cap-and-Trade program to determine its effectiveness in achieving greenhouse gas reduction goals. The bill would have required CARB to adopt public banking metrics that track the number of unused compliance instruments in public and private accounts on an annual basis. The bill would have required the Chair of CARB to appear before the Joint Legislative Committee on Climate Change Policies to present the results of the evaluation and any proposed revisions to the Cap-and-Trade regulation and would have authorized CARB to revise those regulations afterward to more effectively meet the goals of SB 32 and the most recent Scoping Plan. Summary 

Would have established the policy of the State to achieve net zero greenhouse gas (GHG) emissions as soon as possible, but no later than 2045. The bill would have required CARB to ensure that by 2045, Statewide anthropogenic greenhouse gas emissions are reduced to at least 90 percent below 1990 levels. The bill would have required CARB to work with relevant State agencies to ensure the Scoping Plan updates contain measures to achieve net zero greenhouse gas emissions, and to establish criteria for the use of natural-based climate solutions and carbon dioxide removal technologies. The bill would also have required CARB to identify interim 5-year GHG reduction goals beginning in 2025, and report to the Joint Legislative Committee on Climate Change Policies on progress. Summary 

Establishes the policy of the State to achieve carbon neutrality as soon as possible, but no later than 2045 and maintain net negative greenhouse gas emissions thereafter, and to ensure that by 2045 Statewide anthropogenic greenhouse gas emissions are reduced at least 85 percent below 1990 levels. The bill requires CARB to ensure that the Scoping Plan identifies and recommends measures to achieve carbon neutrality, and to identify and implement policies and strategies that enable carbon dioxide removal and carbon capture, utilization, and storage technologies to complement these emission reductions.

Summary

Would establish, until January 1, 2028, a Just Transition Advisory Commission in the Labor and Workforce Development Agency and requires the commission, through a public process, to develop and adopt a Transition Plan that contains recommendations to transition the state’s economy to a climate-resilient and low-carbon economy that maximizes the benefits of climate actions while minimizing burdens to workers, especially workers in the fossil fuel industry, and their communities, especially those that face disproportionate burdens from pollution. Summary

Would have required CARB to adopt regulations to require the reporting of greenhouse gas emissions from the aviation sector and would have required CARB to include greenhouse gas emissions from the aviation sector in the greenhouse gases inventory.  The bill would have required CARB, by July 1, 2022, to summit recommendations to the Legislature on actions CARB could take to achieve reductions in the emissions of greenhouse gases in the aviation sector.  Was not heard in the Assembly Natural Resources Committee.

Summary

Would have required the California Geologic Energy Management Division (CalGEM), by July 1, 2022, to adopt regulations to protect public health and safety near oil and gas extraction activities, including the establishment of minimum setback distances, as specified.  The bill would have required CalGEM to consult with CARB and incorporate expertise and data from CARB’s ongoing monitoring program when developing the regulations.  The bill also would have required the Secretary of the Natural Resources Agency to create an environmental justice program within the Natural Resources Agency.  Was not heard in the Senate Natural Resources and Water Committee.
