Summary
Would have required CARB, in consultation with the Independent Emissions Market Advisory Committee, on a triennial basis to conduct an evaluation of the Cap-and-Trade program to determine its effectiveness in achieving greenhouse gas reduction goals. The bill would have required CARB to adopt public banking metrics that track the number of unused compliance instruments in public and private accounts on an annual basis. The bill would have required the Chair of CARB to appear before the Joint Legislative Committee on Climate Change Policies to present the results of the evaluation and any proposed revisions to the Cap-and-Trade regulation and would have authorized CARB to revise those regulations afterward to more effectively meet the goals of SB 32 and the most recent Scoping Plan.
