Summary
Would have established the policy of the State to achieve net zero greenhouse gas (GHG) emissions as soon as possible, but no later than 2045. The bill would have required CARB to ensure that by 2045, Statewide anthropogenic greenhouse gas emissions are reduced to at least 90 percent below 1990 levels. The bill would have required CARB to work with relevant State agencies to ensure the Scoping Plan updates contain measures to achieve net zero greenhouse gas emissions, and to establish criteria for the use of natural-based climate solutions and carbon dioxide removal technologies. The bill would also have required CARB to identify interim 5-year GHG reduction goals beginning in 2025, and report to the Joint Legislative Committee on Climate Change Policies on progress.
