Summary 

Prohibits the development of new oil and gas wells or infrastructure in health protection zones, as defined, except for purposes of public health and safety. The bill requires operators of existing oil and gas wells or infrastructure within health protection zones to undertake specified monitoring, public notice, and nuisance requirements. The bill requires CARB to consult and concur with California Geologic Energy Management Division (CalGEM) on leak detection and repair plans for these facilities, adopt regulations as necessary to implement emission detection system standards, and collaborate with CalGEM on public access to emissions detection data.

Summary 

Requires CARB to create the Carbon Capture, Removal, Utilization, and Storage Program to evaluate, demonstrate, and regulate carbon capture, utilization, and sequestration (CCUS) and carbon dioxide removal (CDR) projects and technology. The bill requires CARB, on or before January 1, 2025, to adopt regulations creating a unified State permitting application for approval of CCUS and CDR projects. The bill also requires the Secretary of the Natural Resources Agency to publish a framework for governing agreements for two or more tracts of land overlying the same geologic storage reservoir for the purposes of a carbon sequestration project.

Summary 

Establishes the policy of the State to achieve carbon neutrality as soon as possible, but no later than 2045 and maintain net negative greenhouse gas emissions thereafter, and to ensure that by 2045 Statewide anthropogenic greenhouse gas emissions are reduced at least 85 percent below 1990 levels. The bill requires CARB to ensure that the Scoping Plan identifies and recommends measures to achieve carbon neutrality, and to identify and implement policies and strategies that enable carbon dioxide removal and carbon capture, utilization, and storage technologies to complement these emission reductions.

Summary

Authorizes transit agencies to continuously use Low Carbon Transit Operation Program (LCTOP) dollars to fund a free or reduced fare transit projects without having to demonstrate specified statutory requirements like greenhouse (GHG) reductions in annual allocation requests. Instead of annual reporting in allocation requests, the bill requires transit agencies, in using LCTOP funds for transit pass programs, to submit (1) an allocation request for funding for transit passes every three years after the initial allocation request to the California Department of Transportation (CalTrans) and (2) necessary GHG and priority population (disadvantaged and low-income communities) documentation annually to Caltrans in years where an allocation request is not required.

Summary

Makes a number of updates to the Green Chemistry program with the intent to decrease the time from listing of a priority product to an eventual regulatory response. The bill also removes the informal dispute resolution and administrative appeal processes regarding product listing decisions, and would impose seven year workplan timelines on the California Department of Toxic Substances Control.

Summary

As related to CARB, requires the California Department of Transportation (Caltrans) to establish a consolidated statewide information system that contains a list of, and links to, existing registries and databases related to drayage trucks. In coordination with Caltrans, the bill requires CARB to connect its databases containing online truck reporting systems, information on recipients that have received a voucher for the purchase of drayage truck(s) under the California Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project, and the compliance status of trucks under the Heavy-Duty Vehicle Inspection and Maintenance Program, to the statewide information system.

As related to CARB, revises pilot boat surcharge provisions, including specifying that the costs of obtaining new pilot boats for the purpose of complying with CARB’s 2022 amendments to the Commercial Harbor Craft Regulation include preliminary design and engineering and the costs of repowering existing pilot boats or acquiring new pilot boats.

Summary

Prohibits, beginning January 1, 2025, any person from manufacturing, distributing, selling, or offering for sale in the State any new, not previously owned, textile articles that contain regulated PFAS, except as specified, and requires a manufacturer to use the least toxic alternative when removing regulated PFAS in textile articles to comply with these provisions. The bill requires a manufacturer of a textile article to provide persons that offer the product for sale or distribution in the State with a certificate of compliance stating that the textile article is in compliance with these provisions and does not contain any regulated PFAS.
