California Air Resources Board

The Community Air Protection Program (Program), established by the California Air Resource Board (CARB) to implement Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017), is working with California air districts and communities impacted by high cumulative air toxic emissions and exposure to support community-focused action to reduce air pollution. A component of AB 617 requires CARB and the air districts to develop and implement Community Emission Reduction Programs (CERPs) to reduce exposures and emissions in communities that are the most impacted by poor air quality.

The CARB Board adopted Blueprint 2.0 in October 2023, which is CARB’s five-year statewide strategy to reduce cumulative criteria air toxics, that includes a new streamlined process that delegates the Board’s authority to approve Community Emissions Reductions Programs (CERPs) to its Executive Officer (EO). The new streamlined CERP approval process includes the following steps: CERP development, CARB staff review of and report on the CERP, public comment period, CARB staff recommendation to the EO, and EO review of staff recommendation on the CERP.
