The Community Air Protection Program (Program), established by the California Air Resource Board (CARB) to implement Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017), is working with air districts and communities impacted by high cumulative air toxic emissions and exposure to support community-focused action to reduce air pollution. AB 617 requires CARB and the air districts to develop and implement Community Emission Reduction Programs (CERPs) to reduce exposures and emissions in communities that are the most impacted by poor air quality.
Blueprint 2.0, approved by the Board in October 2023, is CARB’s five-year statewide strategy to implement the program includes a streamlined process that delegates the Board’s authority to approve Community Emissions Reductions Programs (CERPs) to the Executive Officer (EO). The new CERP approval process includes the following steps: CARB staff review of and report on the CERP submitted to CARB, a public comment period, CARB staff recommendation to the EO, EO review of staff recommendation on the CERP, and EO approval.
