The South Sacramento–Florin community was chosen in 2018 as one of California’s first AB 617 communities to create a Community Air Monitoring Plan, developed with guidance from local residents, workers, businesses, and organizations. This effort provided valuable air quality data and expanded community awareness. In 2024, the area was selected to develop a Community Emission Reduction Program, a collaborative plan focused on reducing pollution and improving community health. Built on extensive community input, air monitoring results, and tools like CalEnviroScreen, the program identifies key local pollution concerns and outlines targeted strategies to address them. Through this process, the community and partner agencies strengthened shared understanding, highlighted ongoing efforts, and identified new opportunities to improve air quality.
Community Boundary
The boundaries were updated by the South Sacramento-Florin Steering Committee on July 22nd, 2024 and are the same for both the Community Air Monitoring Plan (CAMP) and Community Emissions Reduction Program (CERP).

Update: Community Emissions Reduction Program
The South Sacramento–Florin CERP was developed over a two-year period beginning in mid-2024, following the CARB Board’s approval for the community to transition to CERP development while continuing the community air monitoring plan (CAMP). Initial work in 2024 included boundary assessment, formal community designation, and foundational Community Steering Committee (CSC) activities such as budget discussions, air monitoring review, and strategy orientation. Of note, as part of the engagement led by the Air District, the CSC expanded the boundary to include two consistently nominated communities of (1) Oak Park, and (2) Fruitridge and Meadowview.
The formal plan development advanced through 2025 as the CSC reviewed emissions data, prioritized community air quality concerns, and refined goals and strategies through technical workshops. The CSC approved the Final CERP in March 2026, followed by Sacramento Metropolitan AQMD Board adoption in May 2026. The plan was submitted to CARB on June 22, 2026, completing the development process within the required two-year timeframe.
CARB staff has reviewed and released the South Sacramento-Florin Community Emissions Reduction Program Staff Report (en español) with a public comment period from August 6, 2026 to August 20, 2026.
