Community representatives and/or the local air district nominate communities for the CAP Program and CARB must consider nominations for selection annually. After selection, districts partner with members of selected communities to form a community steering committee to co-develop and implement a Community Emissions Reduction Program (CERP) and/or a Community Air Monitoring Plan (CAMP) with support from CARB. Since 2018, the CARB Board has selected 19 communities across six air districts. The 19 communities are home to about four million people and make up almost 25% of the State’s priority populations.
