Compliance Offset Program

The Compliance Offset Program is an important cost-containment element within the broader Cap-and-Trade Program. The California Air Resources Board issues ARB Offset Credits to qualifying projects that reduce or sequester greenhouse gases (GHG) pursuant to six Board-approved Compliance Offset Protocols.

Compliance Offset Protocols

CARB has adopted the following Compliance Offset Protocols that may be used to generate ARB offset credits. Projects may list under only the most recent version, once effective. Livestock and Ozone Depleting Substances offset projects listed on or after January 1, 2015 must use the November 14, 2014 Compliance Offset Protocol and all associated documents. U.S. Forest offset projects listed on or after November 1, 2015 must use the June 25, 2015 Compliance Offset Protocol and all associated documents.
