How it’s Administered
HVIP funds are distributed via a third-party contractor who administers the voucher program. CARB held a competitive solicitation for the selection of a HVIP Grantee in June 2023. In October 2023, CALSTART was selected as the Grantee to administer HVIP for FY 2022-23 via competitive solicitation with the option of adding the FY 2023-24 and FY 2024-25 funds with an updated grant agreement.
Where and When it’s Offered
Funds are continuously available on a first-come, first-served basis, subject to availability. Interested purchasers work with participating HVIP-approved dealerships and manufacturers to submit voucher requests. Funding is reserved and applied at point-of-sale for the purchase of eligible vehicles.
