What it Funds
Vouchers for the purchase of Class 2b through 8 zero-emission trucks and buses, including transit, school and shuttle buses. Zero-emission technologies include both battery electric and fuel cell. Funding is also available for eligible electric power take-off (ePTO) systems.

Who is Eligible
Public and private operators of medium- and heavy-duty truck and bus fleets.
How it’s Administered
HVIP funds are distributed via a third-party contractor who administers the voucher program. CARB held a competitive solicitation for the selection of a HVIP Grantee in June 2023. In October 2023, CALSTART was selected as the Grantee to administer HVIP for FY 2022-23 via competitive solicitation with the option of adding the FY 2023-24 and FY 2024-25 funds with an updated grant agreement.
How Funds are Accessed
Funds are continuously available on a first-come, first-served basis, subject to budget availability. Interested purchasers work with participating HVIP-approved dealerships and manufacturers to submit voucher requests. Funding incentives are reserved and applied at point-of-sale for the purchase of eligible vehicles. More information can be found at californiahvip.org.
