GHG Inventory Data Archive

CARB publishes annual updates to California’s Assembly Bill 32 Greenhouse Gas Emissions Inventory (Inventory). Each edition includes new emissions estimates for the most recently available data year and improves some estimates for the previous data years back to as early as 2000, where the Inventory time series begins. Improvements to previously published estimates reflect updated methods and revised activity data. Data for all past editions of the Inventory are available below. The documents below do not describe Inventory methods. Past Inventory methods are available separately under GHG Inventory Methods Archive. Past Inventory data and method publications are provided for reference only. See Current Data for the current edition of the Inventory.

The most recent estimate of California's GHG emissions for 1990-1999 is included in the 2007 edition Inventory. Emission estimates from the 2007 edition provide the basis for developing the 1990 statewide emissions level, which serves as a baseline for California’s GHG limits.

For the 2013 and prior editions, the Inventory uses Global Warming Potentials (GWP) from the Intergovernmental Panel on Climate Change (IPCC) Second Assessment Report (SAR). Since then, the Inventory has used GWPs from the IPCC's Fourth Assessment Report (AR4). A table of SAR and AR4 GWP values and a further discussion can be found on the GWP page.

2007 Edition Inventory: Years 1990-2004

The original 2007 edition Inventory for data years 1990-2004 was based on the GWP values in the Intergovernmental Panel on Climate Change (IPCC) Second Assessment Report (SAR). The 2007 edition Inventory has been converted from SAR to AR4 GWPs (but has not been recalculated based on the updated methods and data sources employed by more recent editions of the Inventory).

The GHG emissions and sinks are categorized in two ways in the 2007 edition Inventory:

The IPCC categorization groups emissions into four broad categories of emission processes. This format conforms to international GHG inventory practice and is consistent with the national GHG Inventory that U.S. EPA has historically submitted annually to the United Nations.
The economic sectors categorization generally aligns with how sectors are defined in the North American Industry Classification System. This categorization allows for comparison with other CARB emission inventories, which are similarly categorized.
