California’s Assembly Bill (AB) 32 (Nuñez and Pavley, Chapter 488, Statutes of 2006) Greenhouse Gas Emissions Inventory (AB 32 GHG Inventory) estimates anthropogenic GHG emissions within California, as well as emissions associated with imported electricity, by sector and gas over time. Changes in carbon stocks in California’s natural and working lands (NWL) are separately tracked in CARB’s NWL Carbon Inventory. CARB publishes an updated AB 32 GHG Inventory annually as required by Health and Safety Code section 39607.4. The latest report is available under Current Data, while all prior reports are available under Data Archive. Each annual report includes the best available emissions estimates for 2000 through the most recent data year, which is two years prior to the report’s publication year. For example, the 2025 edition Inventory includes data from 2000-2023. The AB 32 GHG Inventory is one tool to track the state's progress toward achieving GHG limits, in concert with data collected through various California Global Warming Solutions Act (AB 32) programs. The AB 32 GHG Inventory uses similar methods to those used by national parties required to submit annual GHG inventories to the United Nations Framework Convention on Climate Change.
