The Equal Employment Opportunity (EEO) Office is responsible for overseeing the California Air Resources Board's (CARB) compliance with various federal and state civil rights laws and implementing regulations and executive orders pertaining to employment and services by CARB. EEO Office's mission is to provide a workplace free from discrimination, harassment, and retaliation. CARB implements a complaint process for employees under its Discrimination, Harassment and Retaliation Prevention Policy, and a complaint process for members of the public under its Civil Rights Policy.
CARB employees who believe they were subject to a violation of the Discrimination and Harassment Prevention Policy may file an EEO complaint with the EEO Office under this policy. This discrimination complaint process provides all employees, job applicants, members of the public, and service recipients with a uniform procedure for voicing allegations and complaints of discrimination and assurance that such allegations and complaints receive prompt and impartial resolution. This discrimination complaint process does not take the place of the grievance process or prohibit employees from filing a complaint with the State Department of Fair Employment and Housing (DFEH), U.S. Equal Employment Opportunity Commission (EEOC), or California Department of Human Resources (CalHR).
Members of the public who believe they were unlawfully denied full and equal access to a CARB program or activity per the Civil Rights Policy may file a civil rights complaint with CARB’s EEO Office. This non-discrimination policy also applies to people or entities, including contractors, subcontractors, or grantees that CARB utilizes to provide benefits and services to members of the public.
