Diesel trucks and buses with a gross vehicle weight rating(GVWR) that are greater than 14,000 pounds (lbs), must reduce exhaust emissions by meeting particulate matter (PM) filter requirements and upgrading to a 2010 or newer engine model year (EMY).
The Regulation applies to:
- Diesel vehicles with a GVWR greater than 14,000 lbs.
- Privately and federally owned trucks and buses that operate in California
- Any person, business, school district, tribal reservation, or federal government agency that owns, operates, leases or rents affected vehicles.
The Regulation does not apply to:
- Vehicles fueled exclusively with gasoline or alternative fuels
- Public Agency and Utility Vehicles (Not Federal)
- Drayage (Port or Rail) Trucks (Until January 1, 2023)
- Transit/Urban Buses
- Personal use motor homes or recreational vehicles
Exemptions:
The Truck & Bus Regulation also does not apply to the following vehicles, but these vehicle types may need to report in the Excluded Diesel Vehicle Reporting (EDVR) system to avoid DMV registration denial:
- A snow removal-vehicle means a vehicle that has permanently affixed snow removal equipment such as a snow blower or auger, and is operated exclusively to remove snow from public roads, private roads, or other paths to allow on-road vehicle access, and is never used for any other purpose.
- Vehicles that have been converted to gasoline or dedicated natural gas vehicles.
- Vehicle used exclusively for towing a habitable trailer for non-commercial private use.
- Motorhomes used for non-commercial private use including vehicles converted to a motorhome. “Motorhome” means a single vehicular unit designed for human habitation for recreational or emergency occupancy and built on, or permanently attached to, a self-propelled motor vehicle chassis, chassis cab, or van, which becomes an integral part of the complete vehicle or a vehicle that exclusively tows a trailer that was originally designed for human habitation for recreational or emergency occupancy.
- Pick-up trucks with a GVWR of 19,500 lbs or less with a pick-up bed used exclusively for personal, non-commercial, or non-governmental use.
The Truck & Bus Regulation does apply to the following vehicles, but these vehicle types may need to report in the Excluded Diesel Vehicle Reporting (EDVR) system to avoid DMV registration denial before the accurate deadline:
- 2010 or older chassis with original or repowered engine year that is the same year or newer than the chassis. Engines are manufactured separately from the vehicle chassis and typically are one year older than the vehicle model year. The Regulation regulates the engine model year but DMV registration will be denied based on vehicle model year, with the assumption that vehicle model year is one year newer than the engine model year.
