Drayage trucks are on-road, heavy-duty trucks that transport containers and bulk to and from seaports and intermodal railyards. Land ports of entry, which provide controlled entry to or departure from the United States, are not considered seaports or intermodal railyards.

Executive Order N-27-25 (June 12, 2025)
In alignment with Governor Newsom’s Executive Order N-27-25, which calls for accelerated action to reduce air pollution and protect public health, CARB reaffirms its commitment to these goals. We encourage affected industries to continue emissions reduction efforts and to voluntarily report and keep information up to date in the Truck Regulation Upload, Compliance, and Reporting System (TRUCRS).
