The Excluded Diesel Vehicle Reporting (EDVR) system is a tool to help vehicle owners who have had (or will have) their Department of Motor Vehicles (DMV) vehicle registration denied in error. Vehicle owners may need to use this system if their vehicles fall under specific categories that will need to provide further proof to show that their vehicles are in compliance with, or exempt from, the California Air Resources Board's (CARB) Truck and Bus Regulation.
Does this apply to me?
Beginning January 1, 2020, DMV will verify a vehicle's compliance status with the Truck & Bus Regulation before registering a heavy-duty vehicle in California. CARB and DMV will work to identify as many vehicle owners as possible and explain the necessary EDVR process. However, we may not reach everyone. We urge vehicle owners to identify if their vehicles fall under the following categories and report in EDVR before their DMV registration is denied unnecessarily.
The Truck & Bus Regulation also does not apply to the following vehicles, but these vehicle types may need to report in EDVR to avoid DMV registration denial:
- A snow removal-vehicle means a vehicle that has permanently affixed snow removal equipment such as a snow blower or auger, and is operated exclusively to remove snow from public roads, private roads, or other paths to allow on-road vehicle access, and is never used for any other purpose.
- Vehicles that have been converted to gasoline or dedicated natural gas vehicles.
- Vehicle used exclusively for towing a habitable trailer for non-commercial private use.
- Motorhomes used for non-commercial private use including vehicles converted to a motorhome. “Motorhome” means a single vehicular unit designed for human habitation for recreational or emergency occupancy and built on, or permanently attached to, a self-propelled motor vehicle chassis, chassis cab, or van, which becomes an integral part of the complete vehicle or a vehicle that exclusively tows a trailer that was originally designed for human habitation for recreational or emergency occupancy.
- Pick-up trucks with a GVWR of 19,500 lbs or less with a pick-up bed used exclusively for personal, non-commercial, or non-governmental use.
The Truck & Bus Regulation does apply to the following vehicles, but these vehicle types may need to report in EDVR to avoid DMV registration denial before the accurate deadline:
- 2010 or older chassis with original or repowered engine year that is the same year or newer than the chassis. Engines are manufactured separately from the vehicle chassis and typically are one year older than the vehicle model year. The Regulation regulates the engine model year but DMV registration will be denied based on vehicle model year, with the assumption that vehicle model year is one year newer than the engine model year.
How can I report my vehicle?

To minimize the possibility of registration delays, please submit documentation that is complete, legible, and accurate, well in advance of your registration due date. Submitting documentation that is incomplete, illegible, and/or inaccurate will result in rejection of this form, which may subject you to DMV fees for temporary or late registration. 13 CCR § 2025(z) [the Truck and Bus Regulation] states: “Any person…who knowingly submits any false statement or representation in any application, report, statement, or other document filed, maintained, or used for the purposes of compliance with this regulation may be subject to civil or criminal penalties under sections 39674, 39675, 42400, 42400.1, 42400.2, 42402.2, and 43016, of the Health and Safety Code.”

Background
Beginning January 1, 2020, DMV will verify a vehicle's compliance status with the Truck & Bus Regulation before registering a heavy-duty vehicle in California. Senate Bill 1, the Road Repair and Accountability Act of 2017 (SB 1), was signed into law on April 28, 2017. This bill states that DMV must check to ensure that vehicles are compliant with, or exempt from, CARB’s Truck and Bus Regulation. The new DMV compliance verification process will better enforce the regulation and level the playing field for businesses throughout California. DMV will do a preliminary compliance check from their own records, and a second check using CARB data for all vehicles known or suspected to be subject to the regulation.
If a vehicle is not compliant with the regulation, DMV will no longer register that vehicle, starting January 1, 2020.
While the process to verify compliance with CARB regulations is thorough, there may be vehicles that we cannot identify. In order to prevent a vehicle's registration from being denied in error, we have developed the Excluded Diesel Vehicle Reporting system so that vehicle owners can provide information that will be used to determine whether a vehicle is compliant with, or exempt from, the Truck and Bus Regulation.
