Continuously appropriates 10% of auction proceeds in the Greenhouse Gas Reduction Fund to CARB for community air protection implementation, including, but not limited to, funding grants, providing technical assistance, supporting community participation, and incentives, further specified as including community air grants, cleaner technologies with a priority on zero-emission equipment, zero-emission charging infrastructure projects with a priority toward infrastructure that supports medium- and heavy-duty vehicles, and specified stationary sources that result in direct emission reductions of toxic air contaminants and criteria air pollution, including zero-emission technologies. Makes various changes related to the Department of Housing and Community Development (HCD) requirement, in consultation with the council of governments (COG), to determine the existing and projected housing need in each region and makes changes to how the transportation and job projections in a region′s sustainable communities strategy must be incorporated into each COG′s final regional housing needs allocation plan.

Provides that the allowable expenditure categories for revenues from a tax imposed by the Sacramento Transportation Authority (STA) include the construction, modernization, and improvement of infrastructure, as defined, that supports infill or transit-oriented development in areas nominated by local governments, and included in regionally adopted plans that advance state greenhouse gas emissions reduction objectives, as specified. The bill also authorizes STA to impose a transactions and use tax under the act in a geographic area that comprises less than the total area of the County of Sacramento, subject to the approval of voters within that area and other specified requirements. Exempts an agricultural crop preparation service (ACPS) from the Department of Recycling and Resource Recovery’s (CalRecycle) regulations for the Edible Food Rescue Program for Commercial Edible Food Generators (CCR Tit.14, Div. 7, Chap. 12, Art. 10) promulgated under the Short-Lived Climate Pollutant Strategy if the ACPS demonstrates to CalRecycle, in a form and manner developed by CalRecycle, that it has not disposed of organic waste in a landfill on or after January 1, 2016.

Declares it is the established policy of the State that all dwelling units be able to attain and maintain a safe maximum indoor temperature and directs specified State agencies, including CARB, to consider this policy when carrying out its activities. The bill provides that it does not expand any obligation of the State to provide a safe maximum indoor temperature or require the expenditure of additional resources to develop infrastructure beyond the obligations that exist under current program requirements.

Requires the California Department of Food and Agriculture (CDFA) to oversee a sustainable agriculture program to provide research, technical assistance, and incentive grants to promote agricultural practices that support climate resilience for farms and ranches and the well-being of ecosystems, air quality, and biodiversity. The bill also renames the Scientific Advisory Panel on Environmental Farming to the Scientific Advisory Panel on Resilient and Sustainable Agriculture (Panel) for the purpose of providing advice to the CDFA Secretary on the implementation of research, incentive, and technical assistance grant programs for sustainable agriculture. This bill also expands the Panel from nine members to eleven members to add members of the public that represent scientific expertise in sustainable agriculture and members of state agencies that represent expertise in programs and policies related to agriculture.

Requires a battery supplier to be responsible for ensuring the end-of-life management of a vehicle traction battery and requires reporting information regarding the sale, transfer, or receipt of a vehicle traction battery or module to the Department of Toxic Substances Control (DTSC). The bill imposes related duties on a secondary user, a secondary handler, an auctioneer, all as defined, to report similar information regarding a vehicle traction battery or battery module to DTSC. The bill provides funding mechanisms for DTSC to implement the bill. CARB’s interest was conformity with technical specifications used in CARB’s regulations. Moved to the Assembly Inactive File.

Allows California gas corporations to include renewable natural gas interconnection in their rate base investments. Adds a provision regarding the displacement of conventional natural gas reducing greenhouse gas emissions as a potential eligibility element for California biomethane.
