Summary

Prohibits, beginning January 1, 2028, a person from distributing, selling, or offering for sale a covered product that contains intentionally added perfluoroalkyl and polyfluoroalkyl substances unless the Department of Toxic Substances Control (DTSC) issued a regulatory response for the covered product pursuant to the Green Chemistry program or the prohibition is preempted by federal law. The bill authorizes a manufacturer of a covered product to petition DTSC to evaluate a covered product and requires DTSC to evaluate and provide a regulatory response for a covered product under the Green Chemistry program, as specified. The bill also requires DTSC, on or before January 1, 2028, to adopt regulations to carry out the bill’s provisions. Was not heard in the Assembly Environmental Safety and Toxic Materials Committee.

Adds sustainable aviation fuel projects to the list of infrastructure projects eligible for CEQA judicial review streamlining by the Governor. The bill specifies that the Governor shall ensure that for these projects, the applicant agrees to pay specified trial and administrative costs and is undertaking specified administrative procedures. Was not heard in the Senate Environmental Quality Committee.

Summary

Would authorize expedited CEQA review for student housing projects if the project meets specified environmental and affordable housing requirements, including being located within two miles of campus; at least 15 percent extremely low, very low, or low-income households, and certified LEED Gold for construction. Summary

Would have exempted the operation of an alternative power source, as defined, to provide power to a critical facility, as defined, from any local, regional, or State regulation regarding the operation of that source.  The bill would have authorized providers of essential public services, in lieu of compliance with applicable legal requirements, to comply with the maintenance and testing procedures set forth in the National Fire Protection Association Standard for Emergency and Standby Power System, NFPA 110, for alternative power sources designated by the essential public services providers for the support of critical facilities.  Was not heard in the Assembly Utilities and Energy Committee.
