Summary 

Would have extended fee authority for both CARB's Air Quality Improvement Program (AQIP) and the California Energy Commission's (CEC) Clean Transportation Program. The bill also would have made programmatic changes, including providing direction that AQIP projects should focus on the deployment of zero-emission fuel and vehicle technologies and that the primary purpose of the program is to fund projects to reduce criteria air pollutants in the logistics, trucking, and port sectors, improve air quality in nonattainment basins, and improve the air quality impacts of zero-emission transportation fuels and vehicles, vessels, and equipment technologies. Moved to Senate Inactive File.

Summary 

This bill (1) Requires CARB to create a list of cities that contain both a DAC, and some portion of the city is in the top 10 percentile of worst air quality in the state for diesel particulate matter. The bill requires CARB to publish this list of cities on its internet website; (2) bans the operation of heavy-duty diesel fueled vehicles within the city limits of any cities on the aforementioned list. However, the bill provides a number of exemptions to this requirements including emergency vehicles, vehicles operated by utilities, agricultural vehicles, tanks, and out-of-state vehicles; and (3) Create an incentive program to be administered by the South Coast Air Quality Management District for the purchase of zero-emission or natural gas trucks. Summary 

This bill extends the sunset dates for various motor vehicle fees, which support the following incentive programs: the Air Quality Improvement Program (AQIP); the Enhanced Fleet Modernization Program (EFMP), the Consumer Assistance Program (CAP); and the Clean Transportation Program (CTP). CARB defers to the California Energy Commission’s (CEC) analysis on the impacts of this bill on the CTP program and defers to the Bureau of Automotive Repairs (BAR) for the impact to the CAP program. CARB’s analysis will focus on AQIP and EFMP.

Would have streamlined the application and implementation process for covered grants, defined as a grand award not exceeding $20,000 with a duration not more than a year and 501(c)(3) nonprofits as the eligible recipient . The bill would have had website requirements for a State agency or third-party contractor to post application information for a covered grant and to allow completion of a covered grant application online. The bill also would have required administrators to provide outreach, including to rural, low-income, and disadvantaged communities, for covered grant programs totaling $200,000 or more. The bill would have required advanced payment of at least 50 percent of the grant award and prohibited an administrator from requiring specified receipts, reports, and insurance coverage. Summary

Authorizes a State agency administering a grant program or contract to provide advance payment to a recipient non-profit that qualifies under Section 501(c)(3) of the Internal Revenue Code. When allowing advance payment, the State agency must prioritize grant recipients and projects serving disadvantaged, low income, and under-resourced communities or organizations, and ensure the advance payment does not exceed 25 percent, although the State agency may exceed this cap. The bill allows grant recipients to provide moneys from the advance payment to subrecipients. Additionally, the bill requires the grant recipient to meet specified minimum requirements and allows the Department of Finance  to perform an advance payment audit.
