2023 – Assembly Bill 1267 (Ting, Phil), Zero-emission vehicle incentive programs: gasoline superusers (2-Year)

Summary 

Requires CARB to, upon appropriation by the Legislature, ensure that beginning January 1, 2025, an additional incentive is awarded under any light-duty ZEV incentive program to program participants who qualify as a gasoline or diesel superuser, as determined by CARB. Additionally, the bill requires CARB, on or before January 1, 2025, to develop and implement a strategy for doing all of the following: (1) Identifying the drivers who use the most gasoline or diesel and are low income or moderate income; (2) Expediting the replacement of gasoline- or diesel-powered vehicles of these drivers; (3) Identifying barriers that prevent gasoline or diesel superusers from accessing ZEV incentive programs; (4) Developing outreach protocols. The bill also requires CARB to produce a biennial report beginning on January 1, 2025 which includes: (1) gasoline or diesel emissions reduced per dollar spent on ZEV programs; (2) impacts of ZEV incentive program spending in terms of quantifiable emissions reductions and transportation savings among low- to moderate-income individuals; (3) changes in annual gasoline and diesel use at local levels by census tract or ZIP Code. Summary 

Would have required CARB to establish the Zero-Emission Aftermarket Conversion Project (ZACP) to provide an applicant with a rebate for the aftermarket conversion of a motor vehicle into a zero-emission vehicle (ZEV). This bill also requires, upon appropriation by the Legislature in the annual Budget Act or at the discretion of CARB, to fund the program using funds available from a clean transportation program that is in effect on or after the date CARB establishes ZACP. Placed on the Assembly Inactive File.

2023 – Assembly Bill 627 (Jackson, Corey), Heavy-duty trucks: grant program: operating requirements (2-Year)

Summary 

This bill (1) Requires CARB to create a list of cities that contain both a DAC, and some portion of the city is in the top 10 percentile of worst air quality in the state for diesel particulate matter. The bill requires CARB to publish this list of cities on its internet website; (2) bans the operation of heavy-duty diesel fueled vehicles within the city limits of any cities on the aforementioned list. However, the bill provides a number of exemptions to this requirements including emergency vehicles, vehicles operated by utilities, agricultural vehicles, tanks, and out-of-state vehicles; and (3) Create an incentive program to be administered by the South Coast Air Quality Management District for the purchase of zero-emission or natural gas trucks. 2023 – Assembly Bill 590 (Hart, Gregg), State-funded Assistance Grants and Contracts: Advance Payments (Chaptered)

Summary

Authorizes a State agency administering a grant program or contract to provide advance payment to a recipient non-profit that qualifies under Section 501(c)(3) of the Internal Revenue Code. When allowing advance payment, the State agency must prioritize grant recipients and projects serving disadvantaged, low income, and under-resourced communities or organizations, and ensure the advance payment does not exceed 25 percent, although the State agency may exceed this cap. The bill allows grant recipients to provide moneys from the advance payment to subrecipients. Additionally, the bill requires the grant recipient to meet specified minimum requirements and allows the Department of Finance  to perform an advance payment audit.
