Summary

Requires CARB, upon appropriation by the Legislature, to establish a program to install and maintain electric vehicle service equipment at safety roadside rests, with the goal of serving at least one-half of the parking spaces, excluding those parking spaces designed for use by a tractor-trailer, at each safety roadside rest in California. The bill also requires that the electric vehicle service equipment installed pursuant to the program be available to the public at no charge and be the fastest type that is reasonably commercially available. Summary

Requires the California Energy Commission (CEC), in consultation with CARB and the California Public Utilities Commission, on or before June 30, 2024, to convene a stakeholder workgroup to examine challenges and opportunities associated with using a battery electric vehicle and bidirectional electric vehicle service equipment as a mobile battery to power a home or building to provide electricity to the electrical grid, and requires CEC, in consultation with the stakeholder workgroup, on or before January 1, 2026, to submit a report to the Governor and Legislature that includes specified information related to the bidirectional capability of battery electric vehicles and electric vehicle service equipment, as specified. The bill also authorizes CARB to require any weight class of battery electric vehicle to be bidirectional capable if it determines there is a sufficiently compelling beneficial bidirectional-capable use case to the battery electric vehicle operator and electrical grid. Summary

Would have required the California Energy Commission (CEC) to gather aggregated information that would allow the public sector to estimate the total anticipated hydrogen fueling demand at each fleet location. The bill would have also required CEC to share the aggregated data with developers of publicly available hydrogen fueling stations and would have prohibited the developer of a publicly available hydrogen fueling station from disclosing that data to third parties. This bill would have amended AB 2700 (McCarty, Chapter 354, Statutes of 2022) that requires CARB to supply data to CEC. Held on suspense in the Assembly Appropriations Committee.

Requires, on and after January 1, 2045, that all hydrogen produced and used in California for the generation of electricity or fueling of vehicles be green hydrogen. The bill requires CARB, in consultation with the California Public Utilities Commission and the California Energy Commission, to develop interim targets to ensure the State achieves that requirement. Summary

Requires, on and after June 1, 2024, owners, operators, and infrastructure developers of electric vehicle charging stations for which their owners or operators are awarded a State grant to support the electric vehicle charging stations, including related infrastructure, on or after January 1, 2024, to ensure that specified data fields for the owner’s or operator’s entire network of electric vehicle charging stations in California are made available, free of charge, to third-party software developers through an application programming interface, as specified. The bill authorizes other owners, operators, and infrastructure developers of electric vehicle charging stations to ensure that those data fields are available to third-party software developers under the same conditions. Summary

Requires that any electric vehicle service equipment that is capable of charging a light-duty electric vehicle and is installed or substantially retrofitted, as defined, except for private use at a single-family residence or multifamily residence, include a universal connector, as defined, and be publicly accessible. The bill also requires an owner or operator of CHAdeMO electric vehicle service equipment, as defined, that is in operation on January 1, 2024, except where it is located at a single-family residence or multifamily residence and is only for private use, to maintain the CHAdeMO electric vehicle service equipment in good working condition until at least January 1, 2029. Requires the Department of Transportation to establish the Advance Air Mobility and Aviation Electrification Advisory Panel (Advisor Panel) to assess infrastructure readiness, prepare a three-year workplan, and assess pathways to equity of access for advanced air mobility. The bill requires the Department of Transportation to appoint members of the panel, including representatives from CARB, the Governor’s Office of Planning and Research, specified industry sectors, and local governments. The bill requires the Department of Transportation to issue a report by January 1, 2025, to the Legislature on infrastructure feasibility and the three-year workplan. The bill's provisions sunset January 1, 2029.

Summary 

Requires CARB, if it proposes a regulation to regulate an on-road mobile source, to prepare a lifecycle analysis, as defined, of any technology required by the regulation. The scope of environmental impacts in the lifecycle analysis must include, but is not limited to, the assessment from raw material extraction and processing, through the product’s manufacture, distribution, and use, to the recycling or final disposal of the materials composing it. The assessments must include, but are not limited to, consideration of carbon dioxide emissions. Was not heard in the Assembly Appropriations Committee.
