Exempts "bucket trucks" from the Advanced Clean Fleet Regulation zero-emission vehicle (ZEV) requirements. This bill prohibits CARB from implementing any regulation that required the procurement of ZEVs for entities that operate specified emergency telecommunications vehicles. Was not heard in the Senate Environmental Quality Committee.

Clarifies that a 21st century warehouse and a tier 1 21st century warehouse are required to comply with building standards in effect at the time that the building permit is issued and make other clarifying changes relating to permissibility of use of conduits and electrical hookups at loading bays at those locations. The bill revises the definition of “logistics use” and instead defines “logistics use development” for these purposes to mean a building that is primarily used as a warehouse for the movement or the storage of cargo, goods, or products that are moved to business or retail customers, or both, that does not predominantly serve retail customers for onsite purchases, and heavy-duty trucks are primarily involved in the movement of the cargo, goods, or product. The bill makes various other technical and conforming changes to the provisions governing logistics use development. This bill is the same as SB 415 (Reyes). Moved to the Assembly Inactive File.

Governor’s Veto Message 

To the Members of the California State Assembly: 

I am returning Assembly Bill 3179 without my signature.  

This bill would exempt until January 1, 2030 emergency telecommunications vehicles from the California Air Resources Board's (CARB) Advanced Clean Fleets (ACF) regulation that requires the phased-in procurement of medium- and heavy-duty zero-emission vehicles.  

In 2020, I issued Executive Order (EO) N-79-20, which directed CARB, among other things, to develop strategies to transition to 100 percent medium- and heavy-duty zero-emission vehicles in the state by 2045, where feasible. Pursuant to this EO, CARB developed the Advanced Clean Trucks (ACT) regulation and its companion regulation, the ACF, to accelerate transportation sector emission reductions while providing safe, feasible, and flexible compliance options for affected fleet owners that have over 50 vehicles or over $50 million in gross annual revenue. Unfortunately, this bill undermines those efforts.  

California must work diligently to cut greenhouse gas emissions that contribute to our rapidly changing climate, and ensure that we maintain the capacity necessary to respond quickly to emergencies. To that end, I am directing CARB to implement the regulation and its exemptions so as to ensure there are feasible compliance pathways that allow providers to maintain the capacity to rapidly deploy and restore communication services during and after a natural or human-caused disaster. 

For these reasons, I cannot sign this bill.

Summary

Would have required the California Energy Commission (CEC) to equitably allocate money appropriated by the Legislature for hydrogen-fueling infrastructure to specifically prioritize rural communities and low-income communities. The bill also would have required CEC and CARB to jointly review and submit a report to the Legislature on the progress toward establishing this hydrogen-fueling infrastructure. Held on suspense in the Assembly Appropriations Committee.

Summary 

Requires the California Transportation Commission (CTC) to convene relevant State agencies to assess the procurement and implementation of data, modeling, and analytic software tools to support various State goals, and requires the CTC to develop, by July 1, 2025, a proposal to procure and a process to provide access to data, modeling, and analytic software tools, among other provisions. As a condition of receiving a grant of funds or access to data, modeling, and analytic software tools provided by the commission, a State or local agency shall submit a report by August 1, 2027, to the CTC about the use of the data, modeling, and analytic software tools for sustainable transportation, safety, active transportation planning, equity, affordable housing, efficient land use, air quality, or climate change-related program.
