Summary

Would have required CARB by January 1, 2023, to develop and adopt regulations requiring corporations with revenues in excess of $1 billion doing business in California to disclose their greenhouse gas emissions. The bill also would have required CARB, by July 1, 2025 to prepare a report on the greenhouse gas emissions of reporting entities, including estimates of reductions needed to maintain global temperatures within 1.5 degrees Celsius, estimate of emissions based on California’s current climate programs, and recommendations for reporting entities to reduce their emissions. Held on suspense in the Senate Appropriations Committee.

Summary

Would have requested that the California Council of Science and Technology (CCST) undertake and within 12 months of entering into a contract, submit a report to the Legislature that provides an implementation strategy to achieve the State's organic waste, and related climate change and air quality mandates, goals, and targets. The bill would have required the implementation strategy to include recommendations on policy and funding support for the beneficial reuse of organic waste. Would have required CARB, in collaboration with the California Department of Public Health and the Office of Environmental Health Hazard Assessment, to conduct a comprehensive health analysis as part of the Scoping Plan and integrate the analysis into the Scoping Plan. The bill would have specified the components of the health analysis, including specific factors impacting health, an analysis of health impacts of outcomes associated with the Scoping Plan, and quantitative assessment of nontrivial health impacts. Summary

Would have required the Strategic Growth Council (SGC), in consultation with the Department of Conservation and the California Air Resources Board (CARB), to develop and implement the Resilient Merced County Incentive Pilot Program (pilot program) to assist the County of Merced to use a scenario planning tool to estimate and account for the countywide greenhouse gas (GHG) reduction and carbon sequestration potential of different land management, restoration, and conservation activities.  The bill would have also required SGC to implement the pilot program as a component of the Sustainable Agricultural Lands Conservation and consistent with the Affordable Housing and Sustainable Communities Program. Additionally, the bill would have required SGC, in collaboration with DOC and CARB, to estimate and monitor the GHG reductions, carbon sequestration, and benefits associated with the County of Merced’s scenario planning pursuant to the pilot program. Summary

Would have required CARB to extend its Project 800 initiative (Project 800) to provide financial incentives for the ordering of an additional 1,000 to 1,600 zero-emission drayage trucks in 2022 and the operation of zero-emission drayage trucks in 2024. The bill states the Legislature’s intent that Project 800 funding comes from, but not be limited to, the Hybrid and Zero Emission Truck and Bus Voucher Incentive Project (HVIP). The bill would have also required participating fleets to provide a truthful attestation to CARB that they did not have an applicable law violation, as specified, at the time of application and for a minimum of three years from the date of application for Project 800 financial incentives. Requires the Department of Industrial Relations (DIR) to report and notify CARB of the determination of any reports received regarding a violation, as specified. The bill would have also required participating fleets to repay Project 800 financial incentives, including interest, as directed by CARB if a participating fleet had provided a falsified attestation or had an applicable law violation, as specified. Summary

Would have established specified State goals for fuels treatment, vegetation management, and wildfire risk reduction. The bill would have also required the California Natural Resources Agency and the California Environmental Protection Agency to submit an annual report, beginning on or before January 1, 2023, on the progress made towards achieving these goals to the appropriate policy and budget committees of the Legislature. Summary

Would have established the California Fire Safe Council (Council) in the California Natural Resources Agency (CNRA) consisting of 11 members, as specified.  The bill would have required the Council to identify and implement programs to address and minimize the risks of wildfire, to identify public and private programs that may be leveraged to facilitate structure-hardening and community resilience, to conduct public outreach to regional and local wildfire mitigation groups, and to make recommendations to the Legislature on how the programs identified by the Council can be coordinated to increase the effectiveness of those programs.  Upon appropriation by the Legislature, up to $7 million from the Greenhouse Gas Reduction Fund would have been available to CNRA for the purposes of the bill.  Held on suspense in the Assembly Appropriations Committee.

Summary

Would have established the Resilient Economies and Community Health Pilot Program, administered by the Strategic Growth Council (SGC).  This bill would have created a grant pilot program for eligible community-based organizations to provide a comprehensive suite of coordinated incentives and services to disadvantaged communities.  The pilot program was intended to result in economic savings at the residential household level, reduced greenhouse gas emissions and air pollution, and improved resiliency to the impacts of climate change.  This bill would have also required SGC to submit a report to the Legislature on the program by January 2026.  Held on suspense in the Assembly Appropriations Committee.
