Summary

Adds four public members to the San Joaquin Valley Air Pollution Control District Board that are appointed by the Governor to serve 4-year terms. Of these four, one member must be from a California Native American tribe chosen from a list of candidates submitted by local tribal organizations with a presence within the San Joaquin Valley Air Basin, and three members must be appointed with the advice and consent of the Speaker of the Assembly. Of those three, two must have subject matter expertise in environmental justice or social justice issues and be selected from a list submitted by nonprofit organizations that have a presence within the San Joaquin Valley Air Basin, and one must be a youth member between 18 and 26 years of age and be selected from a list submitted by either a youth-serving nonprofit organization or an institution of higher education, as specified. Summary

This bill would require the freight coordinator as appointed by the Governor to serve as the advisory and coordinating entity for the Governor’s Office of Business and Economic Development (GO-Biz). The freight coordinator would advise and coordinate policies that promote the growth, competitiveness, and sustainability for freight and the supply chain across the State, and would promote and assess the continued economic vitality and sustainability of the freight sector. The freight coordinator would advise the Governor and director on issues affecting the State’s freight and supply chain, including economic strategy, investment, and improvements in technology. The freight coordinator would also advise the Governor and director on policy and administrative regulations affecting the State’s freight and supply chain. As related to CARB, the freight coordinator is required to work directly with specified State agencies including CARB, to address and discuss ongoing freight and supply chain issues. Summary

This bill would require any equipment installed, or modification to accommodate that equipment, that could limit engine power or operational ability of specified commercial harbor craft, to be approved for use with the harbor craft’s propulsion system, as specified, and not void any existing warranty. The bill would require aftermarket equipment that could limit a harbor craft’s engine power or operational ability to include an automatic override or bypass feature that ensures the safe operation of the harbor craft is not affected. The bill would require the owner or operator to report a vessel’s loss of power during operation, as specified. Currently in the Senate Rules Committee.

This bill will would require prior to installation and use, any equipment installed on a commercial harbor craft that interacts with the propulsion system of the craft to be approved for use with the propulsion system, as specified. The bill would require equipment to include an automatic override or bypass feature that ensures continued power to, and operation of, the craft. The proposed legislation would require that “any equipment installed on a commercial harbor craft that interacts with the propulsion system of the craft” need to be approved by the U.S. Coast Guard (USCG), a classification society, and propulsion system manufacturer, and include a bypass feature. Summary

Would create a partial (3.9375 percent) sales and use tax exemption for a zero-emission vehicle (ZEV or plug-in hybrid electric vehicle purchased under Clean Cars for All (CC4All). Purchasers must have an award letter from an air district for purposes of CC4All. The exemption would apply to vehicles sold on or after January 1, 2022. Held at the Assembly Desk.

Summary

Would require each electrical corporation to implement a plan to address climate change-related impacts to its respective electric plant, as defined, including prioritizing the replacement of equipment identified as most vulnerable to extreme heat events and other extreme weather events due to climate change. The bill would additionally require an electrical corporation to include a plan in its annual reliability report that addresses expected impacts, as specified, to the electrical distribution system from climate change, including impacts to transformers, substations, and electrical lines, that may result in a loss of electrical service of over an unspecified number of hours. The bill would require each electrical corporation to describe what investments have been made to better prepare its equipment for the impacts from climate change. Would require electric investor-owned utilities to offer an allocation of certain electrical resources to other load-serving entities, specifically, community choice aggregators and electric service providers, that serve departing load customers who bear cost responsibility for those resources.
