California Air Resources Board

Authorizes each appointing authority for district members to designate an alternate member to serve in place of the regular member when the regular member is absent or disqualified from participating and requires the alternate member to meet the same qualifications applicable to the regular member. When serving in place of the appointed member, the bill authorizes the alternate member to vote and to receive compensation and expenses, as specified. The bill makes various changes to the San Diego County Air Pollution Control District Board’s membership selection process and membership requirements.

Authorizes transportation fuel blends of up to 15% ethanol (E15) until the California Environmental Policy Council completes its review of those blends and CARB either adopts a regulation establishing a specification for those blends or posts an assessment on its website demonstrating that it is not possible for a regulation for those blends to meet specified requirements. The bill contains an urgency clause.

Summary 

Would have prohibited CARB, by January 1, 2026, from enforcing any regulation requiring the purchase and use of zero-emission trucks that have greater than 8,500 pounds gross vehicle weight rating operating at land ports of entry, which the bill defined as land ports of entry on the California-Mexico border within a commercial zone. This bill would have also required CARB, after January 1, 2026, if enforcing regulations requiring the purchase and use of zero-emission trucks with greater than 8,500 pounds gross vehicle weight rating operating at a land port of entry within a commercial zone, to have the burden of proof that a regulated fleet operator has reasonable access to an economically feasible charging or fueling infrastructure. This bill would have also provided a number of exemptions to heavy-duty truck electrification regulations. Was not heard in the Assembly Transportation Committee.

Summary

Urges the United States Congress and President Biden to: 1) fully fund the United States Environmental Protection Agency’s Comprehensive Infrastructure Solution for the Tijuana River due to the ongoing impacts to public health, the environment, and the local economy caused by cross-border pollution, and 2) include sufficient ongoing operation and maintenance funding for the South Bay International Wastewater Treatment Plant in future federal budgets and provide funding to address ongoing cross-border pollution impacting the New River. The measure also urges President Biden to declare a national emergency due to the ongoing impacts caused by cross-border pollution in the Tijuana River Valley..

Summary

Would have established the Equitable Access to Zero-Emission Vehicles Fund and would make moneys in the fund available, upon appropriation by the Legislature, to establish a program no later than January 1, 2025, to offer rebates for the purchase of zero-emission vehicles to underserved individuals, as specified. This bill would have also required CARB to submit a report to the Legislature every two years, starting on or before December 31, 2026, that describes the rebates, recommendations to improve the equitable distribution of the Fund, and any recommendations to better complement the Clean Cars 4 All Program.
