CARB has $32.65 million available to fund planning, clean transportation, and supporting projects for multiple grantees across the state through the Fiscal Year 2022-23 Planning and Capacity Building (Planning), Clean Mobility in Schools (CMIS), and the Sustainable Transportation Equity Project (STEP) Request for Applications (RFA). CARB has previously awarded a total of $77.2 million to these projects.
This Request for Applications (RFA) is a two-phase process. Concept Phase applications must be received by CARB no later than 11:59 pm (Pacific Time) on September 8, 2023. For Applicants that are invited to apply to the Full Phase, Full Phase applications must be received by CARB no later than 11:59 pm (Pacific Time) on November 3, 2023. Applicants must apply to the Concept Phase to be eligible for the Full Phase. Applications will be reviewed for eligibility and then scored with CMIS/STEP mobility applications scored together and Planning applications scored separately.

Q&A Sessions
Join CARB's Q&A sessions to ask questions about the Planning, CMIS, and STEP RFA. The sessions will be held via Zoom and the schedule and links for each session are available below. Email your questions to step@arb.ca.gov up to 12:00 pm (Pacific Time) three business days before the session to ensure you receive a response. The Planning, CMIS, and STEP materials, templates, and application guidance are available below. Materials are organized in the following order: CMIS and STEP documents followed by Planning documents and then followed by documents that are relevant to Planning, CMIS, and STEP.
Note: Appendix B, Attachments I, II, and III are the same for both RFAs. Also, the Planning Appendix B and CMIS and STEP Appendix B posted are sample templates. The fillable templates will be available for applicants that move on to the Full Phase.
