Planning and Capacity Building

Planning and Capacity Building projects are intended to increase transportation equity in disadvantaged and low-income communities by improving the local understanding of residents’ transportation needs, helping develop organizational and community capacity-building so communities are ready to plan for clean transportation solutions, and preparing communities to implement community-identified projects that fill transportation gaps and improve clean transportation access.

Fiscal Year 2022-23 Request for Applications Results

CARB awarded $32.65 million to fund planning, clean transportation, and supporting projects for multiple grantees across the state through the Fiscal Year 2022-23 Planning and Capacity Building (Planning), Clean Mobility in Schools (CMIS), and the Sustainable Transportation Equity Project (STEP) Request for Applications (RFA).

CARB received 27 Full Phase applications, requesting $123.6 million for CMIS/STEP funding and $4.5 million for Planning funding.

Fiscal Year 2022-23 Statewide Project Administrator Solicitation Results

CARB awarded $5 million for a Statewide Planning and Capacity Building Project Administrator to administer the Planning projects, and support implementation of CMIS and STEP projects selected by CARB through the Planning, CMIS, and STEP RFA described above.
