Funding Plan for Clean Transportation Incentives

The Funding Plan for Clean Transportation Incentives (Funding Plan) is an annual, detailed guide that explains how Clean Transportation Incentive funds will be spent. These funds are appropriated to CARB through the California State Budget. Each fiscal year, CARB must submit a Proposed Funding Plan to the CARB Board (Board) for consideration for potential approval. The Clean Transportation Incentives come from the Low Carbon Transportation Investments (LCTI) and Air Quality Improvement Program (AQIP). If approved by the Board, the Funding Plan guides the implementation of projects and programs for the designated fiscal year.
The Funding Plan establishes CARB’s priorities for the funding cycle, describes the projects and programs CARB intends to fund, and sets funding targets for each project or program. It also includes staff proposed policy changes for the incentive projects and programs. The Funding Plan is paired with regulatory guidelines to direct CARB’s implementation of the projects and programs. Staff updates the Funding Plan each year.

FY 2023-24 Funding Plan
An addendum to the Fiscal Year 2023-24 Funding Plan was prepared to correct non-substantive grammatical and consistency errors in the Board-adopted Funding Plan and between that Plan and the Board-adopted Resolution.
