Assembly Bill(s) 2446 and 43 (Holden), signed by Governor Newsom, require the California Air Resources Board to develop a framework for measuring and then reducing the average carbon intensity of the materials used in the construction of new buildings, including those for residential uses. This includes developing a comprehensive strategy for the state’s building sector to achieve a 40% net GHG reduction, no later than 2035.

Submit Public Comments on March 13, 2025 Workshop on Building Embodied Carbon
The California Air Resources Board (CARB) staff invite you to submit public comments on the March 13, 2025, virtual public workshop on CARB’s development of a framework for measuring and reducing the greenhouse gas (GHG) emissions from building materials used in California. At this workshop, staff reviewed the statutory requirements for manufacturer and project-level data reporting and baseline emissions quantification, and introduced staff concepts for reporting, baseline estimation, and emissions accounting.
