In September 2022, Governor Newsom signed Assembly Bill 2446 (Holden), which requires CARB to develop a framework for measuring and reducing the embodied carbon of building construction materials, primarily at the materials production stage, with a target of a 40 percent net reduction in GHG emissions no later than the end of 2035, and an interim target of a 20 percent net reduction by the end of 2030.

The California Air Resources Board (CARB) staff invite you to submit public comments on the March 13, 2025, virtual public workshop on CARB’s development of a framework for measuring and reducing the greenhouse gas (GHG) emissions from building materials used in California. At this workshop, staff reviewed the statutory requirements for manufacturer and project-level data reporting and baseline emissions quantification, and introduced staff concepts for reporting, baseline estimation, and emissions accounting.
