The California Air Resources Board (CARB) is seeking feedback from the public and industry partners throughout the development of the reporting mechanism outlined in AB 2446 (2022, Holden) and AB 43 (2023, Holden). AB 2446 and AB 43 direct CARB to develop a reporting framework that aims to measure and then reduce embodied carbon in building materials. This reporting framework will aid in developing a comprehensive strategy to achieve a 40% net reduction in greenhouse gas (GHG) emissions from building materials by 2035.
One form of this feedback is voluntary data sharing, where industry can choose to share embodied carbon-related data with CARB to help CARB increase understanding of the current availability of embodied carbon data in the field. We have a voluntary survey described below to help us identify interested partners.
Covered Project Reporting Survey
CARB is interested in developing collaborations with partners so that the reporting mechanism developed best aligns with industry capabilities and practices. The goal of this survey is to increase understanding of the current availability of embodied carbon information in this sector and reporting capabilities by allowing builders, developers, contractors, and architects to discuss their data-sharing capabilities with CARB.
The data that CARB receives through this survey will be treated as Confidential Business Information pursuant to Code of California Regulations, title 17, sections 91000-91022 and will not be shared with external stakeholders. CARB may only share aggregate or pooled data derived from responses to this survey so that no company-specific data can be inferred in disclosures related to these responses.

Building Material Manufacturer Survey
CARB is interested in developing collaborations with industry partners so that the reporting mechanism best aligns with industry capabilities and practices. CARB would like to improve the understanding of the current availability of embodied carbon information and reporting capabilities by making it possible for manufacturers of building materials to discuss their data-sharing capabilities.
The responses that CARB receives through this survey will be treated as Confidential Business Information pursuant to Code of California Regulations, title 17, sections 91000-91022 and will not be shared with external stakeholders. CARB may only share aggregate or pooled data derived from responses to this survey so that no company-specific data can be inferred in disclosures related to these responses.
