California Air Resources Board

The California Air Resources Board (CARB or Board) circulated the Draft Environmental Analysis (Draft EA) for public review and comment for a period of 45 days that began on May 10, 2022 and ended on June 24, 2022. After the end of the Draft EA public review period, CARB identified revisions to certain aspects of the proposal that merit revisions to the project description.  The recirculated Draft EA includes direction from the Board as discussed at the June 23-24, 2022 Board hearing and direction provided by Governor Newsom in a letter dated July 22, 2022. 

Note: On September 21, 2022, CARB issued an errata to the Recirculated Draft EA, correcting a typographical error that appears in four locations in the document.  The Recirculated Draft Environmental Analysis linked below now reflects these minor corrections.  The comment period described in the Notice of Comment Period (below) remains unchanged.  Please see the errata notice linked below for more information.

The 2022 Scoping Plan Update assesses progress toward the statutory 2030 target, while laying out a path to achieving carbon neutrality no later than 2045.  The 2022 Scoping Plan Update focuses on outcomes needed to achieve carbon neutrality by assessing paths for clean technology, energy deployment, natural and working lands, and others, and is designed to meet the State’s long-term climate objectives and support a range of economic, environmental, energy security, environmental justice, and public health priorities.
