Advanced Technology Demonstration and Pilot Projects

The purpose of the Advanced Technology Demonstration and Pilot Projects is to help accelerate the next generation of advanced technology vehicles, equipment, or emission controls, which are not yet commercialized. Advanced Technology Demonstration and Pilot Projects are those that are beyond the research and development phase and typically within 3 years of commercialization.  Pilot projects are early commercial deployments intended to enhance market introduction and bring down costs. To view the advanced technology demonstration and pilot projects that have been funded from fiscal years 2014/15 through 2019/20, please visit Moving California.

Clean Vehicle Rebate Project (CVRP)

CVRP, which is funded through CARB’s Low Carbon Transportation Investments utilizing Cap-and-Trade auction proceeds, offers consumer rebates on a first-come, first-served basis for the purchase or lease of eligible new light-duty zero-emission vehicles (including battery electric and fuel cell electric) and plug-in hybrid electric vehicles. The project is designed to help get the cleanest vehicles on California’s roadway by partially offsetting the higher initial cost of these advanced technologies. Rebates of up to $7,000 per light-duty vehicle are available for individuals, nonprofits, government entities, and business owners who purchase or lease an eligible vehicle. The project also offers increased rebates to low- and moderate-income consumers to address the added cost barrier of zero-emission vehicle ownership these consumers may face.  For current rebate statistics, please visit CVRP Rebate Statistics.

Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP)

HVIP provides vouchers to help California fleets purchase advanced technology trucks and buses. The State's investment in HVIP plays a crucial role in accelerating early market penetration of clean technologies with the goal of transforming the California fleet.

HVIP provides vouchers for California purchasers and lessees of zero-emission trucks and buses on a first-come, first-served basis. In addition, HVIP provides increased incentives for zero-emission trucks and buses located in disadvantaged communities.  

Manufacturers must apply for CARB approval of their vehicle or engine, including zero-emission vehicles and new vehicles equipped with electric power take-off systems (ePTOs) in order for them to become eligible.

HVIP policy is updated each year as part of the annual Funding Plan for Clean Transportation Incentives.

Clean Transportation Equity Incentives

CARB invests in a suite of transportation equity pilot projects aimed at increasing access to clean transportation and mobility options for priority populations in disadvantaged and low-income communities and for lower-income households. This includes clean vehicle ownership projects, clean mobility options, streamlining access to funding and financing opportunities, and increasing community outreach, education and exposure to clean technologies. Clean Transportation Equity pilot projects exemplify the importance of understanding the unique needs across communities and provide lessons for how we most directly address barriers to collectively achieve our equity, air quality, and climate goals.
