Revision Process
The Office of Community Air Protection (OCAP) is working with community members, Air Districts, the AB 617 Consultation Group, and other stakeholders, to revise and update the Assembly Bill (AB) 617 (Garcia, C., Chapter 136, Statutes of 2017) Program guidance document, known as The Program Blueprint.
The Program Blueprint is the statewide strategy to reduce emissions of toxic air contaminants and criteria pollutants in communities affected by a high cumulative exposure burden. CARB adopted its AB 617 strategy in 2018. Per AB 617, the Blueprint must be updated every five years.
OCAP plans to propose a revised Program Blueprint (known as Blueprint 2.0) to its Board for approval in October 2023. The Program Blueprint revisions will reflect the experience and lessons learned from the first years of the program development and implementation.
Blueprint 2.0 Draft Documents
For Public Comment:
CARB's Office of Community Air Protection requests public comment on this Final Draft Blueprint 2.0, which will replace the 2018 Program Blueprint. Part One is a strategic plan for CARB and Air Districts to grow the Program over the next five years. Part Two of BP 2.0 offers practical guidance for air districts, communities, affected industry, and other partners to actively engage in improving air quality at the local level. The Final Draft Blueprint 2.0 public comment period closes October 16, 2023, at 12:00 am, midnight.
