2013 Table of Contents

Preface and Table of Contents

This almanac was prepared and published by the California Air Resources Board (CARB) staff to aid air quality professionals and the public in evaluating air quality in California (State). The CARB, as part of the California Environmental Protection Agency (CalEPA), is the State board responsible for achieving and maintaining healthful air quality in California. This responsibility is shared with local air districts and the United States Environmental Protection Agency (U.S. EPA).

The following staff and managers of the Air Quality Planning and Science Division contributed to the production of this almanac: Jagjeet Arce, Stephen Francis, Martin Johnson, Vivian Lerch, LinYing Li, Elizabeth Melgoza, Chris Nguyen, Michael Redgrave, Jon Taylor, and Xijie Zhang. The project was approved by Kurt Karperos, Chief of the Air Quality Planning and Science Division. The project was managed by Karen Magliano, Assistant Division Chief, Carla Takemoto, Chief of the Area Source & Emission Inventory Programs Branch, Sylvia Vanderspek, Chief of the Air Quality Planning Branch, Stephen Zelinka, Manager of the Emission Inventory Development Section, Mena Shah, Manager of the Air Quality & Statistical Studies Section, and Gayle Sweigert, Manager of the Air Quality Analysis Section.

This is the eleventh edition of this almanac which has been updated annually as additional air quality and emission inventory data become available. If you find errors or have suggestions for improvements, please let us know. For general issues or issues related to air quality data, contact Paul Andrews at (916) 327-7609. For issues related to emissions data, contact the Emission Inventory Branch at (916) 323-8461.

California Almanac of Emissions and Air Quality - 2013 Edition

This almanac was prepared and published by the staff of the Air Quality Planning and Science Division, California Air Resources Board. Principal authors: Paul Andrews, Andy Delao, and Anna Komorniczak.

This document has been reviewed and approved by CARB staff. Approval does not signify that the contents necessarily reflect the views and policies of CARB.

The almanac is currently available for download in its entirety or by section. In addition, individual data tables from the almanac are available in comma separated (.csv) formats or you can download a zipped version of all tables.

For general information about the almanac or questions about the air quality data, contact Paul Andrews. For questions about the emissions data, contact the Emission Inventory Branch.

Notice: Early versions of the CD and web version of the 2013 Almanac had some incorrect emissions values. For more details on changes made, see the Errata Sheet.

The air quality trends presented in the California Almanac of Emissions and Air Quality - 2013 Edition represent a summary of data collected at a number of monitoring sites. Whenever data are summarized, the results can be influenced by many factors, including the number of monitoring sites in the network, the opening and closing of critical sites, and the completeness of the data. The following document, updated during December 1998, provides information that is helpful for interpreting air quality trends in the 2013 Almanac.

SCM District Rulemaking Schedule

Listed below is the rulemaking schedule for the air districts that have planned a workshop or hearing for proposed amendments to their architectural coatings rules, consistent with the Suggested Control Measure (SCM).

The list is provided solely as an information service. Each individual air district is responsible for their rulemaking schedule. The California Air Resources Board is not responsible for scheduling dates, times, or locations of the workshops and/or hearing or any changes of those dates and times. Therefore, the dates listed are subject to change by the air districts. It is recommended that if you are interested in attending a workshop or hearing that you contact the individual air district prior to making travel plans.
