California Smog Check Performance Standard Modeling (PSM) and Program Certification for the 70 parts per billion (ppb) 8-hour Ozone Standard

In 2015, U.S. EPA lowered the 8-hour ozone standard from 75 to 70 parts per billion (ppb). Effective on August 3, 2018, U.S. EPA designated nineteen areas in California as nonattainment for this standard. Each nonattainment area must develop and implement State Implementation Plan (SIP) elements specific to their classification, which ranges from Marginal to Extreme. Based on U.S. EPA guidance, nonattainment areas that are classified as Moderate or above and meet a prescribed population threshold must demonstrate through performance standard modeling (PSM) that they meet federal Inspection and Maintenance (I/M, or “Smog Check”) Program requirements. States must submit a SIP revision either (1) demonstrating and certifying that their existing program meets the I/M program requirements; or (2) amending their Smog Check Program requirements.

In October 2022, U.S. EPA released technical guidance for conducting PSM of I/M programs in affected ozone nonattainment areasCARB staff’s analysis following U.S. EPA guidance demonstrates that California’s Smog Check Program meets federal I/M requirements for all applicable California nonattainment areas. 

The Smog Check Certification establishes that the California Smog Check Program continues to meet I/M program requirements as applicable under the 70 ppb ozone standard for the following eight ozone nonattainment areas: 

  • South Coast Air Basin 
  • San Joaquin Valley 
  • Coachella Valley 
  • Western Mojave Desert 
  • San Diego County
  • Sacramento Metro
  • Eastern Kern
  • Ventura County 

Further, the Smog Check Certification establishes that the California Smog Check Program continues to meet the I/M program requirements as applicable under the 75 ppb ozone standard for the Eastern Kern and San Diego County nonattainment areas.  

The Board will consider the adoption of the California Smog Check Certification for the 70 and 75 ppb ozone standards on March 23, 2023. If adopted, CARB will submit the Smog Check Certification to the U.S. EPA as a revision to the California SIP.

August 15th, 2025: 

The California Air Resources Board (CARB) is holding a webinar, on September 8, 2025, at 10:00 AM PST, to provide an update on the status of the 2023 Consumer and Commercial Products Survey (2023 Survey) of 37 product categories. The 2023 Survey was launched on December 3, 2024, and the reporting deadline was April 8, 2025. As of this announcement, the 2023 Survey reporting deadline is now extended to September 22, 2025. 2025 Updates

February 24th, 2025: The California Air Resources Board (CARB) launched the 2023 Consumer and Commercial Products Survey (2023 Survey) on December 3, 2024. The deadline for the 2023 Survey is April 8, 2025. This due date is for both Responsible Parties and Formulators. Responsible Parties with Formulators should turn in their surveys as soon as possible to give Formulators enough time to complete their portion of the 2023 Survey through the Consumer Products Reporting Tool for Formulators (CPRTF).

December 20th, 2024: The California Air Resources Board (CARB) is holding a webinar, on January 16, 2025, at 9:00 AM PST, to provide further detail on the toxicity ranking methodology used for the 2023 Consumer and Commercial Products Survey (2023 Survey). This webinar will be conducted via Zoom. Register in advance.

December 3rd, 2024: The California Air Resources Board (CARB) 2023 Consumer and Commercial Products Survey (2023 Survey) starts today, December 3, 2024. November 18th, 2024: The California Air Resources Board (CARB) is holding a webinar, on December 5, 2024 at 9:00 AM PST, to provide guidance on the reporting tool for the 2023 Consumer and Commercial Products Survey (2023 Survey). The 2023 Survey will launch on December 3, 2024. At this webinar, CARB staff will discuss how to use the CPRT and submit data to CARB. This webinar will be conducted via Zoom. Register in advance.

2023 Updates

February 17th, 2023: The California Air Resources Board (CARB) staff has developed a Compressed Gas and Liquefied Propellants IPE Application, which may be used to apply for an IPE for compressed gas and liquefied propellant innovative products under the Consumer Products Regulation. Guidance for other types of innovative products can be found in the Innovative Product Exemption Application Guide.


2022 Updates

August 1st, 2022: the Office of Administrative Law (OAL) has filed their Final Approval of amendments to the Consumer Product Regulations and Test Method 310 with the Secretary of State. The amendments were approved by The Board on March 25, 2021 and became effective August 1, 2022.


2021 Updates

February 2nd, 2021: The documents for the Public Hearing to Consider Proposed Amendments to the Antiperspirants and Deodorants Regulation; Consumer Products Regulation; Aerosol Coating Products Regulation; Alternative Control Plan Regulation; the Tables of Maximum Incremental Reactivity Values; and Test Method 310 have been posted.

2017 Updates

December 21st, 2017: The California Air Resources Board (CARB) staff has posted materials for the public workshop on January 17, 2018. At the workshop staff will present a proposal to amend the Consumer Products Regulation to allow flexibility in meeting the 10 percent by weight VOC limit for Multi-purpose Lubricant.  Staff will also discuss administrative changes to CARB Test Method 310.

Description

The Rules Log Database (RLDB) chronicles the history of rules controlling sources of air pollution, as developed and adopted by California's 35 air pollution control and air quality management districts. The RLDB lists the dates the district board first adopted and subsequently amended or rescinded a rule, and the date the California Air Resources Board (CARB) received the rule. The RLDB also lists the date the rule was submitted, upon request of the district, to the United States Environmental Protection Agency (U.S. EPA) for inclusion in to the State Implementation Plan (SIP). Finally, the RLDB gives the dates and types of U.S. EPA rulemaking actions on the rule.

Currently, the RLDB contains records for rules that are intended by the districts to be revisions to the SIP and which were adopted or amended during the period January 1, 1981, to the present.

Complying with the Consumer Products Regulations

The California Air Resources Board (CARB) has adopted several regulations to reduce the amount of volatile organic compounds (VOCs) that are emitted from the use of consumer products in homes and institutions. The Consumer Products Regulations are found in Title 17, California Code of Regulations, Division 3, Chapter 1, Subchapter 8.5, Articles 1 through 5, Sections 94500-94575.

Product DeterminationCARB staff offer product determinations to interested parties to clarify the regulations as they apply to their particular situation.
Innovative Product ExemptionThe innovative products provision allows an alternative to compliance with the VOC standards.
Alternative Control PlanProvide an alternative method to comply with the VOC standards for consumer products by allowing responsible parties the option of voluntarily entering into separate “alternative control plans.”
Charcoal Lighter MaterialTo sell, supply, or offer for sale a charcoal lighter material product, specific requirements must be met for California and for the South Coast Air Quality Management District.
Windshield Washer FluidVOCs in windshield washer fluids are limited to low concentrations in lower, warmer elevations. Higher VOC concentrations are permitted in higher elevations, where freezing conditions are expected.
VariancesAny person who cannot comply with specific requirements set forth in Article 2 or Article 3 of the regulations because of extraordinary reasons beyond the person's reasonable control may apply in writing to the Executive Officer for a variance.
VOC ExemptionsCARB defines "VOC exempt" compounds as those not expected to meaningfully contribute to ozone formation due to their low reactivity in the atmosphere.
LVP-VOC ResearchLVP-VOCs used in consumer products are not counted towards the total product VOC content for compliance purposes.
Program GuidanceCARB developed regulatory guidance documents to clarify specific sections of the Consumer Products Regulation.

Documentation of California's 2000-2023 GHG Inventory

Description

This index is based on the inventory categories defined in 2006 by the Intergovernmental Panel on Climate Change (IPCC). Each of the documentation pages features the following items:

  • The date on which the page was last updated.
  • The identification of the estimate: its IPCC category of emission and removal, economic sector classification, the greenhouse gas estimated and the year of the estimate The estimated amount of emission or removal (both the mass of gas and its CO2 equivalent), the units it is expressed in, the basis of the estimate (the algebraic formula or the name of the mathematical model), and the reference for the origin of the model or formula.
  • The amount of activity that resulted in the GHG emission or removal (if applicable), the basis of the amount (data point, compilation of statistics, result from a calculation, mathematical model) and the reference for the source of the amount. In the case where the amount of activity is itself the result of a calculation, the formula and its source are given. The parameters and constants used in the calculation of the GHG estimate and/or the amount of activity. The value and units of these parameters and constants and the reference for their source is also listed.
  • The calculated amount of greenhouse gas emitted per unit of activity.

Note: CO2 equivalent emissions are calculated using Global Warming Potential values from the Fourth Assessment Report of the IPCC.
