Summary 

Would have required CalRecycle to allow a local jurisdiction until December 1, 2031, in procuring recovered organic waste products to meet the target procurement requirements under the Short-lived Climate Pollutant Strategy, to use California-derived recovered organic waste that the local jurisdiction sends for processing at a facility outside of the State that meets certain conditions, as provided. Summary 

Would have required State agencies administering competitive Greenhouse Gas Reduction Fund grant programs that involve housing, urban forestry, urban greening, or planning to provide at least a three-month application period and would have required the California Department of Finance to report on additional elements in the California Climate Investments Annual Report, including information on applications that did not receive funding. This bill also would have allowed applicants from the counties of Imperial and San Diego to include daytime population numbers in grant applications. This bill was similar to AB 943 (E. Garcia, 2022), AB 2812 (E. Garcia, 2019), AB 1945 (E. Garcia, 2018). Held on suspense in the Assembly Appropriations Committee.

Would have required the California Energy Commission to incorporate firm renewable energy sources such as biomass, digester gas, and municipal solid waste conversion into an existing required assessment due at the end of 2023 on firm zero-carbon resources. The bill would have also required the California Public Utilities Commission to include the findings of the assessment into the Integrated Resources Plan. Summary

Extends provisions of CARB’s Carl Moyer Memorial Air Quality Standards Attainment Program to January 1, 2034, including the tire fee as well as provisions that allow CARB to consider particulate matter and reactive organic gases in cost-effectiveness calculations. The bill also extends the authority of air districts to levy additional fees on residents in their region to support projects to reduce air pollution from vehicles and equipment.

Summary

Would have enacted the Safe Drinking Water, Wildfire Prevention, Drought Preparation, Flood Protection, Extreme Heat Mitigation, and Workforce Development Bond Act of 2022, which, if approved by voters, would have authorized the issuance of bonds in the amount of $7.43 billion to finance projects for safe drinking water, wildfire prevention, drought preparation, flood protection, extreme heat mitigation, and workforce development programs. The bond would have allocated $30 million to CARB, and would have required CARB to consult with the California Natural Resources Agency and the California Department of Forestry and Fire Protection to fund projects that provide long-term capital infrastructure to convert forest and other vegetative waste removed for wildfire mitigation to uses that maximize reductions in greenhouse gas emissions, provide local air quality benefits, and increase local community resilience against climate change impacts. Would have continuously appropriated to CARB beginning in the 2023–24 fiscal year, 20 percent of the annual proceeds of the Greenhouse Gas Reduction Fund, up to $600,000,000, for allocation to local air districts for the purpose of supporting community emissions reduction strategies in, and reimbursement for participation by, communities selected by CARB, as specified. Summary

Would have enacted the Clean Economy and Clean Jobs Stimulus Act of 2021 and require the Department of Water Resources (DWR) to procure newly developed eligible energy resources, and energy storage facilities associated with those resources, in an amount that satisfies 100 percent of the electricity procured to serve all State agencies by December 31, 2030. Additionally, the bill would have allowed DWR to recover the costs of any eligible energy resources it procures on behalf of State agencies from the Greenhouse Gas Reduction Fund. Was not heard in the Assembly Utilities and Energy Committee.
