Summary

Would have required CARB, by July 1, 2021, to adopt the Clean Feet Program to reduce the emissions of greenhouse gases, improve air quality, and benefit low‑income residents by providing certain incentives for the displacement of petroleum diesel with biofuels.  The bill would have required CARB to adopt guidelines to begin implementation of the program by January 1, 2022, and required CARB to set specific and measurable goals for the displacement of petroleum fuel with biofuels on July 1, 2021 and annually thereafter.  Was not heard in the Assembly Transportation Committee.

Would have declared the policy of the State to achieve carbon neutrality as soon as possible, but no later than 2045, and to achieve and maintain net negative greenhouse gas emissions thereafter.  The bill would have required CARB to work with relevant State agencies to develop a framework for implementation and accounting that tracks progress toward achieving carbon neutrality, and to ensure that updates to the Scoping Plan would identify and recommend measures to achieve carbon neutrality.  The bill would have required the Natural and Working Lands Climate Change Implementation Plan to include sequestration targets consistent with achieving carbon neutrality.  Was not heard in the Assembly Natural Resources Committee.
