Summary

Would have prohibited any high-speed train service that receives an operating subsidy from using the high-speed train system owned by the High-Speed Rail Authority (HSRA), regardless of whether the service is provided by the Authority directly or provided by a third party pursuant to a lease agreement with the HSRA.  Held on suspense in the Assembly Appropriations Committee.

Summary

Would have directed the High-Speed Rail Authority, in the development and implementation of intercity high-speed rail service, to prioritize projects based on the following criteria: (1) providing the most overall benefit to the State; (2) increasing passenger rail ridership; (3) replacing automobile trips with passenger rail trips.  Held on suspense in the Assembly Appropriations Committee.

Summary

Would have suspended the Greenhouse Gas Reduction Fund appropriation to the High-Speed Rail Authority for the 2020–21 and 2021–22 fiscal years and transferred those amounts to the General Fund to support K–12 education and offset any funding reduction for K–12 education.  Was not heard in the Assembly Education Committee.

Would have prohibited the High-Speed Rail Authority from directly or indirectly using local, State, federal, or any other public or private funding to purchase, lease, operate, or maintain a diesel passenger locomotive engine or a passenger locomotive engine that directly emits particulate matter from the onboard combustion of fossil fuels for propulsion.  Was not heard in the Assembly Transportation Committee.
