California Air Resources Board

Would have established the Public Utilities Public Purpose Programs Fund (PUPPPF) and stated that the Legislature may use funds from the Greenhouse Gas Reduction Fund for the PUPPPF. The State Energy Resources Conservation and Development Commission must decide on and publish the amount of money necessary to fund the public purpose programs and programs run by electrical regional energy networks each year. The Commission may consider this amount when deciding how much money to set aside for these programs. The purpose of the PUPPPF is to provide money to energy providers for electrical efficiency, conservation, and renewable energy programs. The PUPPPF also must pay for energy rate assistance programs instead of the programs being paid for by gas and electric customers. Current law requires electrical and gas companies to createa single website that provides up-to-date information about gas and electric customer-funded energy efficiency assistance programs. This bill would have updated these requirements to include changes made to how energy rate assistance programs are paid for. Additionally, this bill would have paid back electrical corporations for their help with home insulation assistance. Held on suspense in the Assembly Appropriations Committee.

Would have required CARB to consider and analyze the financial burden on drivers when creating and changing regulations that would directly impact drivers. Was not heard in the Assembly Committee on Natural Resources.

Would have required agencies to consider cost-of-living impacts on residents before turning in a proposal to create, change, or undo a regulation. The bill would have added cost-of-living impacts to the list of considerations for an economic impact assessment (EIA) and standardized regulatory impact assessment (SRIA). This bill also would have tasked the Legislative Analyst's Office (LAO) with creating a consistent way to calculate cost-of-living impacts for all agencies. The LAO would have also conducted their own analysis on cost-of-living impacts due to this bill. If they found ways to lower the cost-of-living-impact, they must give that information to the regulating agency for their consideration. Additionally, this bill would have made the Department of Finance create and maintain on their website a tracker to show the total economic impact of all regulations. Would have required every State agency to write each document it makes in plain language starting in January of 2027. Agencies may use the plain language standards made by the Office of Data and Innovation. This bill would have also required each State agency to choose a senior official who would make sure everyone in the agency knows about the language requirements and that the requirements are followed. Would have used up to $250,000,000 from the Greenhouse Gas Reduction Fund (GGRF) for nature-based climate solutions to meet goals set in 2024 by the Natural Resources Agency (CNRA), the Department of Food and Agriculture (CDFA), and CARB. Of that money, $150,000,000 would go to CNRA to reduce greenhouse gas emissions, and to remove and store carbon dioxide from the atmosphere in soils and biomass. $100,000,000 would have been used for nature-based climate solutions, with lawmakers deciding on the exact usages. A separate $150,000,000 from GGRF would have been used to pay for sustainable farming practices and nature-based climate solutions. If there were not enough funds available in the GGRF to meet the above requirements, funds must be given out proportionally. Held on suspense in the Assembly Appropriations Committee.

Revises current State agency language survey requirements under the Dymally-Alatorre Act to require not only a survey of the language needs but also an assessment every two years utilizing various recent data sources and community input to understand the needs of limited-English-speaking individuals. The bill also expands the definition of “substantial number of non-English speaking people” to include individuals who are eligible to served instead of just served by an agency. Would have provided a partial sales tax exemption for qualified tangible personal property used in producing hydrogen or electricity in the fueling of zero-emission vehicles and required CARB to review and report on the effectiveness of the tax exemption. Would have created the Refrigerant Stewardship and Recovery Act, which would have required producers of covered products, as defined, to form and join a producer responsibility organization (PRO). The PRO would have been required to submit a plan to CalRecycle for the handling of disposal of covered products. Was amended to be about recycling major appliances.
